While the report was critical of Rudy Giuliani and Michael Bloomberg's administrations, as well as a bureaucratic mess and the Department of Health's handling of animals, it does not address the fact that the city's shelters do not meet NKAC standards for no-kill dogs.

The study found that New York ACC killed dogs much faster than the national average: twenty-three percent of large and medium-sized dogs lost their lives in 2018, compared to nine days for Austin Animal Center's 1% rate. These are unacceptable levels. To save cats and dogs more effectively, the ACC should meet the NKAC standard of no-kill for dogs and cats.
